The "impure" victims are cheaper in the eyes of the Hug Monster. Victims she hugs will last up to three days. Of course, you could bring the Hug Monster up to justice. It would be a hard feat, however. The money is too good for you in this waning economy. She is clever enough to initiate her rituals in unreachable places. And who would take you seriously when you tell them that a girl is hugging people to death? Even if you shown proof, the Hug Monster will most likely hunt you down before you even tap the 'post' button. You could try to put an end to her, but not only would it be dangerous, but it would also damage your well-being seeing that this is your childhood friend.
